The Project

The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and the development of a technical architecture to ensure the development of a world-class inclusive user experience.

The Challenges

CBDC is a new product category. It can be viewed as a potential major new enterprise within the organization. As such a new enterprise design will need to be created to meet requirements and constraints that achieve policy goals in a changing technology, payments, business, economic and policy environment.

What you will do

Working with the Assistant Director, CBDC System and Business Design you will utilize your experience to help support the design of a digital currency product and services to meet our policy goals and the needs of millions of users, merchants and other stakeholders.

More specifically you will:

  • Establish the strategies and processes to capture and manage the product requirements, use cases and artifacts across the enterprise and throughout the product development lifecycle
  • Champion the information gathering by eliciting the details of product requirements in discussion with stakeholders and team members
  • Maintain an up-to-date product requirements database and its associated business processes
  • Conduct business analysis to bridge the gaps between business needs, user needs and technologies to achieve policy goals
  • Assess the impact of the proposed enterprise requirements on the solution(s) and collaborate with the team to propose resolution measures and mitigation strategies

What you will need to succeed
We are looking for someone who is or has:

  • Proactive with an innovative approach capable of contextualizing multiple inputs, assimilating and correlating disconnected information, and articulating their collective relevance to the business line to develop concise solutions and recommendations
  • Outstanding partnership skills, in a complex environment, with the capacity to influence others to move toward consensus
  • Initiate participative discussions and promote the socialization of ideas and team-based work reviews
  • Outstanding communication skills

We are also looking for someone with the following technical skills:

  • Knowledge of business analysis techniques, including modelling, functional decomposition, gap analysis, stakeholder analysis and operational risk assessment
  • Experience in or with:
  • modelling business processes and business information flows
  •  requirements management tools such as DOORS, Jira, etc.

Nice-to-have

  • Exposure or involvement at the early stages of retail product business creation and growth
  • Experience of business analysis with stakeholders such as merchants, payment system providers, FinTech, etc.

Your education and experience

This position requires a bachelor’s degree with pertinent experience working with complex systems development projects as well as a minimum of 10 years of experience in large enterprise IT solutions. A combination of education and experience may also be considered.

What you will do 

As the Procurement Specialist you will advise, plan, negotiate and implement medium to complex procurements and contracts in support of the Bank’s major programs and corporate purchasing. What you will do 
Reporting to the Director FSD Portfolio  you play a key role in supporting the ITS FMBO Portfolio Directors, Senior managers and Project managers. This includes coordinating the efforts of team members and third-party contractors or consultants to deliver according to plan. You are also responsible for providing analytic and project-monitoring support to the Capacity Planning and ITS Portfolio Management Office and project manager(s) of the ITS Department.

As a Project Controller, you are responsible for extracting and interpreting information (schedules, costs, benefits, resources, capacity, risks, etc.) that will effectively guide delivery teams and support their decision-making processes, this includes the preparation of reports and dashboards related to planning, tracking, monitoring and control. You support the Portfolio by preparing cost, schedule and progress reports.

In collaboration with the Delivery Leads and Teams, you take their input to track progress, modify schedules as necessary, and assist teams in identifying risks and opportunities with their initiatives. Additionally, you use the data collected to prepare portfolio status reports (dashboard reports) for management, steering committees and other senior management groups.

You will build strong relationships with business partners from multiple corporate business lines to gain strong understanding of Portfolio Governance expectations. You will ensure the continuous improvement of support tools and processes by working closely with FMBO partners and review existing project controls and systems and propose additional controls, when necessary.

You contribute to our collective knowledge and understanding by updating our document repositories that host knowledge, documents, reports and/or group information and serve as point of contact for project information and updates.
