Job Description
Job Summary
A CSX Manager Train Operations will capitalize on fluidity through supplying efficient movement of traffic across the line of road and yard by developing, organizing, and executing the operating plan in a safe and cost effective manner. Manager Train Operations is a field management position responsible for the day-to-day management operations and safety of operating employees, including Transportation, Engineering, and Mechanical crafts and contractors performing work related to railroad operations. This manager will work to strengthen the safety culture by building mutual trust, shared commitment to safety by all stakeholders, and is responsible for leading an effective safety culture by promoting a vibrant and aggressive Safety Management System. In this role the Manager Train Operations will be required to continuously identify and generate operational opportunities/efficiencies, productivity, service, and must lead by example, demonstrate OneCSX Values and Behaviors, communicating clear direction and well defined goals, ensure all employees have the required skills and abilities / competencies to perform their duties, and possess the ability to motivate the entire team to enable the success of the overall operation. Collaborate efforts with Engineering, Mechanical, other terminal and field management personnel, Crew Management, and Operations Center in the handling of crews and operations to make decisions towards the goal of safety, asset utilization, cost control and effectively leading and developing people.
Primary Activities and Responsibilities
- Instill a culture of safety by ensuring all employees and contractors fully understand that Safety is the first priority and continuously improve safety results. Report all injuries and accidents to the CSXT Safety Department. Investigate all injuries and accidents, determine the cause and review the injuries and accidents at the monthly Health & Safety Committee meetings. Make sure that the injuries and accidents are reported as required to all applicable Canadian reporting agencies.
- Perform regular efficiency tests on Canadian Railway Operating Rules (CROR) on employees from all departments on-site to ensure safety and document the results.
- Ensure safety processes and procedures required by Transport Canada, including all Railway Safety Management System activities, and the Canadian Labor Code are fully implemented and followed for ongoing compliance
- Work with and develop relationships with Canadian regulators
- Facilitate Workplace Health & Safety committee meetings. Conduct safety training and foster a culture of peer-to-peer safety interaction and communication.
- Manage the selection process and coordinate Onboarding and training activities of new employees both supervisory and unionized to ensure they acquire the proper skills to perform their roles safely and efficiently and understand the overall value they add to CSX.
- Develop employees and contractors through evaluation of their performance, providing pinpointed feedback and subsequently providing coaching and guidance.
- Coordinate and instruct the annual CROR training for all departments on-site
- Periodically ride trains to monitor the performance of engineers, conductors, and brakemen; responds to inquiries regarding policies, procedures and programs.
- Utilizes the knowledge of the collective agreements and company policy when managing and coaching employees, conducting investigations and recommending corrective action and responding to grievances.
- Conducts incident investigations; prepares associated reports for derailments, personal injury, etc. Determine cause to ensure future train accident prevention.
- Responsible for customer interface and monitoring the quality of the service in accordance with the terms of all applicable contractual arrangements
- Perform tasks to support CSX’s operations in Ontario and Quebec providences including, but not limited to, annually preparing and submitting the Workplace Health & Safety Committee Forms to Transport Canada and the Federal Labor Program, documenting required training programs, ensuring vehicle compliance with regulatory requirements, providing oversight of employees’ medical processes, direct contact with contractors as outlined in CSX’s contractor & invitee safety program , manage Record of Employee (ROE) processes, and provide leadership by communicating Safety targets and initiatives.
- Manage for steady improvement in safety of all T&E, Mechanical, and Engineering employees.
- Accountable for deliverables and results of safety, service, productivity, financial metrics and adherence to corporate values, which includes compliance with regulatory environment.
- Build and lead an agile high performing team including determination of optimal numbers, recruitment, and development.
- Lead the execution and implementation of the daily yard-terminal/road operating plan in a safe and cost effective manner which maximizes fluidity and Trip Plan Compliance.
- Grow yard/road fluidity and productivity as a result of identifying and applying innovative ideas.
- Develop and communicate the plan for managing local resources.
- Maximize asset utilization and cost control by providing results aligning with performance and financial metrics.
- Accountable for full understanding of business requirements and service commitments.
- Miscellaneous activities and responsibilities as assigned by manager
Minimum Qualifications
- High School Diploma/GED
- 1 or more years of experience in Transportation, Logistics, Rail Operations, the Military, or Skilled Trades (building/construction, electrical, mechanical) CSX Operations with Current Conductor Certification or ability to obtain within 90 days of hire a valid Driver’s License
Preferred Qualifications
- Bachelor’s Degree/4-year Degree
- 3 or more years of experience in Transportation, Logistics, Rail Operations, Military, or Skilled Trades (building/construction, electrical, mechanical) Military experience is an asset Current Conductor/Locomotive Engineer Certification
- 2 or more years of supervisory experience in Rail Operations
Physical Requirements

- Work in cramped, confined, enclosed, or awkward places
- Ride on the outside of rail equipment for extended periods of time
- Walk long distances over uneven terrain
- Demonstrate auditory and visual acuity/tracking/inspection

Job Requirements
- Available to report to work with two-hour advance notice
- Different shifts, work hours may vary in length as assigned in a 24 hour/7 days a week operation (incl working weekends and a non-standard work week)
- Provide 24/7 crisis intervention at all environmental levels
- Must pass a post-offer background check and medical examination, including a physical, color vision test, and drug test (hair follicle and urine)
- Complete annual training and pass safety rules examinations
- Must wear CSX approved protective equipment such as high-visibility vest, safety-toe boots, hard hat, hearing protection, etc.
- Work with hazardous materials on an occasional basis
- Work outside in all weather conditions
- Must attend conductor training and meet all requirements for conductor certification and re-certification
