Job Description

The Manager, Budget and Planning also supports the Associate Director, Budget and Planning, in meeting the fiduciary duties of the Board’s Audit, Finance and Investment Committee.

Responsibilities
Under the direction of the Associate Director, Budget and Planning, the Manager, Budget and Planning is responsible for:

Budgeting and Planning

• Coordinates and produces timely and accurate operating and capital budget, and the development of multi-year forecasts to project future financial performance to ensure the College’s ability to meet its strategic objectives.

• Works with and provides guidance to College management to ensure quality and timely preparation of budget and forecasts.

• Ensures all activities proceed according to approved financial plans and that appropriate controls are in place to ensure appropriate approvals and accountabilities.

• Continuously reviews, analyzes, and monitors budget for the ongoing financial performance of the College.

• Keeps apprised of regulatory and reporting requirements relating to budget and forecasting, and implements appropriate changes to procedures and processes to ensure compliance.

• Ensures strong systems of controls within complex data models. Applies best practices of model creation supported by detailed documentation.

• Develops and implements new methods, policies and procedures to improve efficiencies, establish best practices and standardization for budgeting, financial management, and improved internal financial controls within the College.

Financial and Enrolment Reporting

• Participates in the preparation of four-year forecasts and enrolment reports for the Ministry of Advanced Education and Skills Training (AEST).

• Proactively works in collaboration with the Financial Reporting and Operations team to ensure all reports are prepared in compliance with generally accepted accounting standards (GAAP), Public Sector Accounting Standards (PSAS) and regulations applicable to the BC public sector.

• Interprets financial, enrolment, and operational data. Designs tools and reports to improve financial oversight and management of College activities.

• Assists with the monitoring of relevant KPIs for the College and College departments.

Leadership and Administration

• Leads and supervises unionized support staff including recruitment and selection, training, performance planning, evaluating and disciplining where appropriate.

• Provides training, training opportunities and guidance to staff to enable them to perform their job duties and stay current in their position.

• Directs professional development and continuous improvement in each of their direct reports.

• Establishes clear performance expectations for each direct report to ensure the realization of the strategic and operational objectives.

• Contributes to effective employee and labour relations by administering the collective agreement, representing management in the grievance process and consulting with Human Resources regarding collective agreement interpretation, as appropriate.

• Ensures that direct reports are adhering to policies and procedures, and meeting service excellence standards.

• Establishes annual performance goals in conjunction with the Associate Director, Budget and Planning; reports on progress against those objectives semi-annually and annually; conducts a parallel performance management process with own direct reports. Establishes a high personal standard of performance by actively participating in relevant educational seminars and training programs.

• Completes training in support of College policies and strategic objectives. These may include cybersecurity, financial forecasting, business intelligence, data analysis, supervision, performance management, internal controls, data governance, employee training programs, enterprise risk management, ethics, and environmental and social corporate responsibility.

• Monitors and upholds adherence to the College’s financial management policies, procedures and processes to ensure accuracy and quality of financial information.

• Recommends improvements to address changes in the risk level arising from changes to both internal and external environments.

• Ensures best practices in the budgeting and planning functions of the department.

• Participates in the development of financial policies, accounting guidelines, and standard operating procedures (SOP).

• Participates in the College’s strategic plan initiatives and business projects that affect the Manager, Budget and Planning’s scope of responsibility. Develops a solid understanding of business objectives and ensures that business decisions are in alignment with College policies and objectives.

• Provides explanations and analyses as requested to the Associate Director, Budget and Planning, to support their oversight responsibilities and develops reports to meet business objectives.

• Develops and maintains key internal relationships to ensure service excellence standards are provided to internal clients.

• Liaises and maintains positive relationships with AEST, Statistics Canada, and other external contacts. Collaborates with sector peers to share knowledge and exchange best practices.

Data and Information Integrity

• Supports the effective and efficient use of the College’s financial and enrolment reporting systems, which systematically and accurately records and reports transactions in accordance with legal and regulatory requirements.

• Adheres to the College’s Records and Information Management (RIM) policy.

• Provides training for FAST and Banner to employees.

• Participates in decisions involving ERP maintenance, upgrades, new module implementation, and future projects. Actively contributes to needs requirements, software evaluation, testing, and implementation.

Other related duties

• Performs other related duties as required.

The Role

The Office Manager contributes to the success of Douglas College by planning, organizing and managing administrative services and work processes within the faculty of Commerce and Business Administration. Employing administrative best practices, the Office Manager maintains an efficient and well-coordinated administrative infrastructure and provides administrative and confidential support to the Dean.

The incumbent exercises considerable independence, discretion, judgment, and initiative in engaging with both the internal College and external community. Reporting to the Dean, the Office Manager provides exceptional client-centred service on a consistent basis to all stakeholder groups.

Responsibilities
The Office Manager is accountable for the following:

I. People
• Provides leadership and direction to support staff.
•Responsible for the supervision of support staff, including the coordination of support staff activities, orientation, coaching and guidance of staff, evaluation of work quality, performance management and, where necessary, the discipline process.
• Assesses staffing requirements and makes recommendations for new positions, modification of existing positions and changes to the staff complement.
• Leads the recruitment and selection process for support staff, including hiring, orienting, and identifying and organizing support staff professional development.
• Ensures policies and collective agreements are adhered to and serves as a resource for matters relating to policy, procedures, and governance.
• Fosters an engaging and civil workplace environment and represents the Enrolment Services and the College appropriately to the internal College community and outside agencies and officials.

II. Administration and Reporting
• Assesses and improves administrative procedures to enhance efficiency and cost-effectiveness, promoting a culture of continuous improvement.
• Researches, prepares, and distributes a variety of documents and materials, including those of a complex and/or highly sensitive nature. Documents include contracts, reports, proposals and other information for strategic planning and decision-making. This also includes budget submissions of staff modeling, contingency planning, minutes of confidential meetings, performance evaluations, and makes recommendations as appropriate.
• Coordinates the dissemination and documentation of changes in processes and/or reviews of financial, human resources, and health and safety initiatives, policies and procedures.
• Establishes and maintains efficient systems for records and information management. Ensures privacy and security of records and information.
• Provides confidential administrative support to the Registrar as necessary. Represents management in the BCGEU grievance process and provides input for collective bargaining.
• Liaises with internal departments such as Senior Management, Human Resources, Purchasing, Payroll, Finance, Student Affairs and Services, Future Students Office, Douglas International, Facilities and Ancillary Services, Safety, Security, and Risk Management, Douglas College Student Union, Careers Services, and Faculties, as required, to work towards common goals and develop processes and plans to support the activities of the Department. Makes recommendations to the Department Management.
• Triages complex and sensitive issues.
• Assesses the urgency of competing issues and makes informed decision that maintains the balance with schedules of office staff.

III. Committees, Projects and Program Support

• Coordinates and leads special projects and initiatives, as assigned by the Registrar, including reviews of administrative and work processes.
• Prepares, coordinates and distributes committee (internal and external) documents for review and approvals. Provides guidance and direction to committee members, which may include students and faculties.
• Coordinates and/or oversees events within Enrolment Services.
• Maintains an accurate understanding of relevant College policies in order to advise and make referrals, including students, staff, and faculty as appropriate.

IV. Contractor Relations

• Responds to contractor enquiries and facilitates resolution of administrative issues.
• Establishes efficient systems for tracking performance and addressing issues and anomalies.

V. Purchasing Resources

• Prepares purchase requisitions and specifications and ensures authorization is attained, as necessary, to facilitate the timely purchase of services and supplies.
• Reviews purchase quotations.
• Maintains supplier and vendor files.
• Addresses defective or unacceptable new goods or services with users, vendors and others to determine cause of problem and take corrective and preventative action.
• Maintains vendor relationships and liaise with the purchasing department, as needed.
• Supervises smaller purchase requisition process.

VI. Financial Resources

• Identifies resource levels required for administrative activities associated with new project development in consultation with the Registrar.
• Manages the day to day spending for the Department. Acts as the primary contact for Finance to ensure that accounting methodology, policies and procedures are well understood across the Department and that procedures are followed for all financial transactions.
• Supports the coordination of operational and budget planning.
To Be Successful in this Role You Will Need
• A Bachelor’s Degree in a related area, plus a minimum of three (3) years’ directly related experience in an educational/post-secondary education sector setting; or an equivalent combination of education and experience.
• Proven project management skills including dealing with conflicting priorities, needs and deadlines.
• Experience in employee recruitment, selection and performance management.
• Highly developed interpersonal, communication and team-building skills.
• Proven supervisory experience including budget management, employee supervision, employee development and process control.
• Demonstrated ability to lead a team in a very fast paced, complex and changing work environment.
• Able to accept responsibility, exercise initiative and deal with people effectively.
• General knowledge of systems used in planning, organizing and establishing workflow schedules.
• Demonstrated experience in establishing and maintaining effective working relationships with employees at all levels of the organization.
• Skilled in the use of computer software applications, such as MS Office, and proven keyboarding skills at an intermediate to advanced level. Experience working with Banner is an asset.
• Supervision experience in a unionized environment is an asset.
• Sound judgment and professionalism, demonstrated ability to act tactfully, diplomatically, and with discretion in all contexts, internally and externally.
• Excellent command of the English language, both written and oral.

Programming & Operations
•Representing the Office of the Dean of the Faculty of Applied Community Studies;

•Working with the Department Coordinators and program staff to manage intakes of students into each program, monitoring attrition and ensuring the development and implementation of student success and enrolment management measures;
•Initiating program-related market research and needs assessments; participating in promotional and marketing opportunities involving credit/non-credit programs;
•Working with the Coordinators to ensure high quality online and print communication materials related to Applied Community Studies programs;
•In collaboration with the Dean, ensure Faculty and departmental budgets are developed and maintained within the approved parameters;
•Under the direction of the Dean, ensuring the establishment and maintenance of a Program Advisory Committee for each program and representing the Dean on selected Program Advisory Committees;
•Representing the Dean and the Faculty in selected external relationships;
•Responsibility for specific initiatives in the Faculty as identified by the Dean;

Human Resources
•Participating in selection processes, approving hiring decisions, and onboarding of new hires;
•Managing the faculty performance review process;
•Reviewing and recommending to the Dean approval of faculty professional development, vacation, sick leave and other leaves of absence requests;
•Addressing complaints and conducting investigations as required, including recommending disciplinary decisions to the Dean;
•Maintaining knowledge of and ensuring compliance with the DCFA and BCGEU Collective Agreements and all relevant College policies and procedures;

EDUCATION, EXPERIENCE AND SKILLS

• A graduate degree in a relevant field from an accredited post-secondary institution (PhD preferred). An equivalent combination of education, training and experience may be considered;
• A minimum of five years recent teaching experience in a post-secondary institution and/or three to five years of experience in a human services administration position(s), in a post-secondary institution or other relevant organization;
• Ability to meet the qualified to teach determination in at least one department or program within the College.
• Demonstrated good working knowledge of the pedagogy of ACS programs (human services) and the practice context in which the programs operate;
• Demonstrated interpersonal and relationship building capabilities including the ability to foster team work and facilitate collaborative working relationships; mediation skills; and the ability to build consensus among diverse stakeholders;

The Role

Reporting to the Manager, Student Life, the Wellness Coordinator is responsible for planning, implementing and overseeing a comprehensive campus health promotion/wellness program that fosters a positive and inclusive culture and enhances the overall wellness of the diverse student population at Douglas College that will contribute to their success at Douglas and in their personal lives. The Wellness Coordinator plays a primary role in building a campus culture of well-being by collaborating with key on-campus and off-campus stakeholders, to incorporate a holistic wellness approach to program development for new and existing programs within Student Affairs and Services and partnering departments across the college.

Responsibilities

• Plans, implements and evaluates activities in support of a campus wellness strategy
• works in collaboration with key campus partners to educate all students and the College community on the link between wellness and learning and student success;
• plans and conducts campus needs assessments to inform wellness programming through formal surveys such as national-wide post-secondary health assessments and informal student focus groups;
• plans and implements health promotion programming for all students and employees, including wellness events, active bystander training, consent/sexual violence awareness initiatives, online educational materials, in-classroom workshops, etc;
• ensures all wellness programming aligns with College strategic plans, policies and initiatives;
• supports the College in designing and implementing programming that meets the relevant provincial mandates;
• conducts program and activity evaluations and implements required changes to ensure programs and activities continue to support the wellness strategy;
• provides guidance and support to the wellness peer leadership program (Student Wellness Awareness Team) including recruitment, training, and supervision.
• Provides oversight to wellness operations on all Douglas College campuses
• develops and administers operating budgets for all wellness activities, programs and special events;
• hires and supervises student assistants including providing onboarding and ensuring the provision of appropriate training and professional development and evaluations;
• recruits, trains and supervises student volunteers;
• initiates and processes appropriate personnel, payroll, accounting and purchasing documentation;
• ensures all program and College procedures are followed and recommends changes in procedures.
• Develops relationships and works collaboratively with key internal and external stakeholders
• works as part of the Student Life team; collaborates with Student Life Coordinators to integrate a wellness aspect to all programming, including orientation and transitional initiatives;
• actively develops partnerships with other Student Affairs and Services departments, such as Counselling and Student Support and Conduct, and other Faculties (and departments) to implement wellness based initiatives;
• actively develops partnerships with community, provincial and national health promotion organizations to create access to resources and participation in on-campus events and training;
• collaborates with the Student Life Communication Officer to create marketing and promotion for all wellness programming;
• responds to external and internal requests for information.
• Performs other related duties including but not limited to:
• assists the Manager of the department when requested;
• represents the department at internal and external meetings as requested.
To Be Successful in this Role You Will Need
• Bachelor’s Degree in Health Promotion, Health Education, Public Health or related field together with a minimum of two years related work experience or an equivalent combination of education, training and experience.
• Demonstrated experience in developing and implementing student-focused, holistic health promotion/wellness programming that supports student success based on best-practices.
• Demonstrated experience and expertise in the design and delivery of health promotion educational materials. Previous experience in formal curriculum development would be an asset.
• Knowledge of health promotion issues and well-being challenges faced by a diverse post-secondary student population and familiarity with policies and trends within higher education institutions.
• Knowledge of sexual violence and misconduct prevention strategies and familiarity with relevant provincial and post-secondary policies/mandates. Experience developing and providing basic training in this area is considered an asset.
• Demonstrated ability to identify and implement initiatives or projects that align with and support departmental and the College’s strategic plans.
• Experience with data-driven, evidence based decision making and proven ability to conduct formal and informal needs assessments and program evaluations.
• Demonstrated experience speaking in front of small and large groups in informal and formal settings.
• Demonstrated ability to supervise student staff and volunteers to achieve assigned deadlines.
• Excellent communication and interpersonal skills including a good working knowledge of the English language (written and verbal).
• Demonstrated ability to interact effectively and tactfully with the public, students, partners and College employees, especially under pressure.
• Excellent planning, organizing and problem solving skills.
• Proven ability to work within in a team and independently with a minimum of supervision and an ability to establish priorities and achieve deadlines.
