Job Description

General Accountabilities:

  • Perform technical/ economic/ regulatory impact assessments and other specialized technical studies to determine transmission system needs related to Protection and Automation systems.
  • Recognize areas requiring study or action and recommend and participate in programs that should be undertaken to improve performance or to avoid problems and also provide guidance to and work with other stakeholders in the implementation of recommendations.
  • Negotiate with the neighboring utilities and customers the terms of new connections, upgrades and demergers.
  • Be responsible for preparing portions of the Investment Plan related to P&C aspects development and sustainment of transmission and distribution systems. Define scope of work for Capital and OM&A work program specifications to appropriate level of detail and work with services providers to manage risks and ensure estimates of appropriate quality.  Maintain and Monitor P&C maintenance plan and ensure plans are scheduled according to external (regulatory) and internal guidelines.
  • Prepare evidence and support submissions to regulatory and compliance bodies (e.g. OEB, IESO).
  • Plan for new compliance related initiatives and execute the regular due diligence in maintaining company compliance posture. Prepare evidence for compliance reporting.
  • Provide the planning specifications and works scoping documents.
  • Develop functional standards for protection systems to be referenced in these specification or scoping documents.
  • Participate in the definition and preparation of P&C specific projects and programs. Present preferred solution and alternatives, produce necessary documentation to substantiate recommendations. Develop strategies and facilitate delivery of solution through suppliers and service providers. Develop Business Cases and obtain release of funds.
  • Be responsible for monitoring, overseeing P&C projects and the P&C aspects of development projects during the execution phase. Coordinate activities with multiple Service Providers and stakeholders and provide necessary technical direction to the service providers. Analyze costs, including labour and material items, and provide redirection as required and explanations relating to scope variances. Evaluate lessons learned and communicate the same to improve future process and work accomplishments.
  • Participate as a representative of the Company before industry associations, compliance and regulatory agencies, etc. in endeavors to advance the corporate interests. Represent the unit on discussion and negotiation with customers, stakeholders and suppliers. Liaise with other internal work groups, divisions and outside interests.
  • Assist manager in the planning of department work programs, identifying resource needs and development of budget.
  • Maintain an awareness of advancing technology developments in transmission/distribution protection.
  • Perform other duties as required.

Selection Criteria

Essential Competencies:

  • Good knowledge of the practical design and operation of large transmission systems with large numbers of connected generators.
  • Comprehensive knowledge of theory and application practice of protection to large transmission systems and constituent assets.
  • Understanding of the short circuit analysis and the evaluation of equipment ratings.
  • Comprehensive knowledge of control and monitoring systems in Hydro One.
  • Excellent writing and oral communication skills.
  • Demonstrated strong organization and planning skills.
  • Demonstrated commitment to customer and Hydro One goals.
  • Demonstrated team player skills.
  • Demonstrated ability to work in a project environment, under tight deadlines, interfacing with other experts, as well as customers, field staff and the project leader.

Essential Knowledge, Experience and Qualifications:

  • Must have minimum of 6-8 years of experience with the planning, design and/or maintenance of P&C systems used on the Hydro One (or equivalent) transmission and distribution systems.
  • Must have Professional Engineer accreditation (PEO registration in the Province of Ontario or equivalent in another jurisdiction).
  • Must have thorough knowledge of industry and Hydro One specific P&C design standards or those of an equivalent large transmission and distribution system.
  • Must have detailed knowledge of electrical theory and principles underlying the design of electrical power systems and their protection and automation systems. This knowledge is normally acquired through the completion of four years of University (or equivalent) training plus further utility specific training.
  • Must have familiarity with the Hydro One Control and Telecom/ Teleprotection standards and practices or those of an equivalent large transmission and distribution system.

As Cybersecurity Risk Advisor at Hydro One, you will:

  • Join a diverse team of experienced Cybersecurity practitioners, and act as a subject matter expert for Information Security with the Lines of Business (LOB)
  • Focus on security operations and information security governance as it relates to Information Technology (IT) and Operations Technology (OT) systems
  • Translate technical cyber & information security requirements into business actions. Preserve and apply the security governance framework (based on NIST) for the LOBs.
  • Work with different, potentially conflicting requirements (legal, regulatory, industry standards, security strategy) to distil realistic security requirements supporting the business strategy
  • Conduct research to maintain and expand knowledge on the latest cyber security technologies and standards, as well as the threat and vulnerability landscape for Industrial Control Systems (ICS) in general, and the Electrical sector in Ontario

You are an experienced Cyber Risk management professional with extensive knowledge and experience in architecture of the following domains and their application to IT (and preferably OT) environments:

  • Identity and Access Management
  • Threat, Risk and Compliance
  • Vulnerability Management
  • Security Operations
  • Infrastructure Security
  • Security Governance and Policies
  • Security Architecture

Specific Accountabilities may include:

  • Represent the Cyber Security Governance, Risk and Architecture team as an advisor and expert Cyber Security SME to support overall security program
  • Seek industry trends and organization knowledge to understand and implement effective risk management practices.
  • Provide recommendations for security architecture for all technology projects, new platforms – on premise or cloud based and ensure alignment of technology solutions to established frameworks and security standards.
  • Provide consultation to operational teams as a risk-focused senior cyber security advisor on security-related initiatives, solution selection, security architecture and security assessments
  • Provide risk management insights through an ongoing process of gathering, analyzing and prioritizing actionable risk messages; develop content to support communication of the messages and enable technology teams to consume and apply the messages to their respective areas.
  • Establish practices and communications to foster a culture of issue self-identification and support partners in the Risk Issue management processes to carry out their roles effectively and consistently.
  • Continuously improve quality of the issue management process and data.
  • Manage various stakeholders across levels (including executives) and engage in resolution of risk issues.
  • Build and manage effective relationships with key stakeholders, team members, and other business, functional and support groups. Collaborate with senior leaders to ensure alignment of Cyber Security initiatives.
  • Support responses to various regulatory requests and audits

Requisite Experience and Skills:

  • Extensive experience of strategic development of standards, Cyber Security Risk Identification and Mitigation techniques
  • Demonstrable experience in an advisor/consultant capacity representing Information Security
  • 10+ years of information security experience in risk management and information security
  • Strong knowledge of NIST SP800-53 and NIST Cyber Security Framework
  • Sound understanding of the Ontario Cyber Security Framework
  • Familiarity with the ISO 27005, NIST 800-30/39 or ISF IRAM2
  • Familiarity with scenario-based exercises or scenario analysis using common threat modelling techniques
  • Knowledge and experience on current trends in the cyber security industry
  • Knowledge of unique threats to the energy sector and its role within Canadian critical infrastructure
  • 3+ years’ participation in and exposure to various compliance, regulatory and common industry security policies and frameworks (NERC CIP, NIST, SOX, PIPEDA etc.)
  • Good interpersonal, communication, and presentation skills applicable to a wide audience including senior and executive management
  • Excellent organization/project planning, time and organizational change skills across multiple functional groups and departments
  • Knowledge of metrics programs and security dashboard creation
  • Post-secondary education in Computer Science or related field, or equivalent work experience
  • One or more of CISSP, CRISC, CISM or other relevant certifications preferred
