Job Description

The International Institute for Sustainable Development (IISD) is an independent think tank that delivers the knowledge to act. Scope

IISD hosts the Secretariat to the Intergovernmental Forum on Mining, Metals, Minerals and Sustainable Development (IGF), and the Law & Policy Advisor will support the work of the IGF Secretariat. The Law & Policy Advisor contributes to the implementation of legal and policy research and outputs, analysis for evidence-based policies, and the delivery and development of projects across all IGF programs.

The work will include engagement with member governments as well as support for senior IGF staff in developing reports and publications and hosting events that advance good practices in sustainable development and resource governance. The candidate should enjoy diversity in their workday and have a passion for learning. Some international travel will be required. The Law & Policy Advisor will report to the Senior Law Advisor, IGF.

Responsibilities

Conduct primary and secondary research and draft legal and policy outputs to the required standard, including policy briefs, research reports, and technical reports.
Conduct Secretariat outreach and engage with IGF member governments.
Collaborate with IGF Secretariat staff, affiliates, partners, and consultants in the design and implementation of projects.
Keep up-to-date with emerging issues related to various IGF programs.
Prepare, present, and communicate high-quality research findings to a variety of audiences.
Support the organization and documentation of webinars, meetings, and public consultations as required.
Perform other related duties as required.

Qualifications

Undergraduate or master’s degree in law from a recognized post-secondary institution.
English proficiency with working competency in French.
4­–8 years of legal and/or policy research experience.
Superior writing skills.
Strong organizational skills with the ability to manage multiple projects with competing deadlines, work collaboratively with a multicultural team, and take the initiative in advancing or leading projects with minimal supervision when needed.
Experience undertaking primary and secondary research.

Job Description

Position

The Monitoring and Evaluation Officer will help tell the story of the way our work brings about the change we want to see. They will be responsible for refining program architecture and optimizing, rolling out, and implementing a data collection system that would comprehensively and systematically track the evidence of our project and programmatic impacts. They will lead the implementation of the Monitoring and Evaluation (M&E) Plan, which provides a clear definition of M&E frameworks, processes, tools, and responsibilities. They will also help streamline the M&E practices across IISD’s Economic, Law and Policy (ELP) Program projects. As part of setting up the systems, the Monitoring and Evaluation Officer will continue to implement the M&E Plan, including a role in project design; updating the M&E frameworks as needed; collecting, summarizing, storing, and providing data for reporting on project and program outcomes; and advising on strategies for impact evaluation. This position is for one-year full time maternity leave coverage with the possibility of an extension.

Responsibilities

Optimize programmatic data collection processes in the designed M&E Trackers and databases.
Follow up on the programmatic M&E Plan, defining monitoring and evaluation mechanisms, frequency, and staff responsibilities.
Streamline data collection for M&E practices across projects, ensuring that necessary data is collected on both project and program levels.
Contribute expertise to the design of primary data collection tools (survey design, interview and focus group guides, etc.) and analyze the results of feedback surveys.
Manage the system and perform regular programmatic data collection and quality assurance in collaboration with project implementation teams. Also, extract data on project- and programmatic-level outputs and outcomes and share findings with the teams on a quarterly basis.
Assist implementation teams in developing project-level M&E systems and tools; advise on impact evaluation strategies and tools.
Foster partnerships with external consultants/universities for project evaluation needs as and when necessary.
Report on M&E findings; incorporate M&E data into funder reporting in cooperation with the Communications Team and the Project Managers.
Report on the achievement of program results against organizational strategic priorities.
Review and update the overall program design, including the Theory of Change and indicator matrix, in case of changing priorities.
Perform other duties as assigned.

Qualifications

University degree in social sciences, public policy, international development, statistics, economics, or a related field. M&E-related courses and/or certification is an asset.
A minimum of 3 years of experience in an M&E position in an international development or non-governmental organization setting.
Proven expertise in designing, refining, and operationalizing monitoring data collection tools.
Demonstrated experience in the design and implementation of M&E systems and processes.
Knowledge of major evaluation methodologies; impact evaluation experience is considered an asset.
Experience in program design, including developing theories of change, logical frameworks, and indicator matrices/performance measurement frameworks.
Experience in planning and managing surveys.
Experience in data management, quality assurance, and oversight.
Advanced knowledge of MS Excel, Word, and PowerPoint; knowledge of M&E data management systems is an asset. Knowledge of Survey Monkey tool is an asset.
Strong analytical skills and ability to quickly familiarize oneself with new projects and issues.
Excellent writing and oral communication skills.
Demonstrated ability to work remotely, independently, and as a member of a team.
Ability to work in a fast-paced environment, prioritizing multiple tasks with competing deadlines.
Location: This position will be based in Winnipeg, Ottawa, or Toronto, Canada, with some international travel required. A Canadian home-based opportunity exists for outstanding candidates.

Salary: CAD 60,000-65,000 (salary commensurate with experience)

Contract: 1 year with the possibility of renewal

Required Skills and Qualifications:

  • Bachelor’s degree in journalism, communications, public relations, public policy, or a related social science discipline.

  • A high level of computer literacy. The Communications Assistant must be able to work in Word, Excel, PowerPoint, InDesign, Illustrator, Premiere Pro, After Effects, and other software. They must also be comfortable with the evolving suite of video conferencing platforms.
  • 1–3 years of relevant professional experience in public relations or corporate communications.
