Our Rail Operations Office is seeking an Operating Practices Specialist to ensure Metrolinx’ rail operational compliance to rail safety, regulating bodies, and legislation through performing audits, developing, and conducting training, analysis, procedures, including briefing materials to meet ongoing business needs. In this role you will also partner with internal stakeholders to assist in conducting formal incident investigations, and receive and implement corrective recommendations.

What will I be doing?

Assist the Manager, to lead the department through the creation and implementation of all the necessary documentation to ensure that Metrolinx operates as a fully functioning railway with the highest standards of safety and competence prior to Project Co contract award.
Assist in the development of the first formal release of the Metrolinx Rail Rule Book with support from Transport Canada. You will be accountable for assisting in designing, updating, and tracking of all new material for the new manuals.
Work with stakeholders to oversee the process for auditing Rail Traffic Control (RTC), Engineering and Train Operating Crews.
Participate in the review, approval and issuing of system special instructions, educational bulletins and rules bulletins related to the Canadian Railway Operating Rules (CROR) from other stakeholders (Railways Association of Canada Notices, Olstom Notices, Rail Traffic Control Notices) for safe railway operation.
Through the direction of the Manager, work in close collaboration with adjoining railways such a CN Rail, CP Rail and VIA Rail Operating Practices groups for operational matters that ensure that risks specific to operations of the adjacent railways are appropriately mitigated by building strong working relationships.
Work with other operating practices team members as well as a cross-functional team (including NOCC and Operations and Engineering) to build competencies and ensure ongoing compliance with existing regulatory requirements and deliver a railway operations consultation documents/ submission for various new railway expansion projects.
Build collaborative relationships with all levels of organizational leadership and gains trust with stakeholders (e.g. customers, other business units, tenants, local transit) to foster good relations, gain support, develop resources, drive results, realize project outcomes, manage conflicts, and represent the needs of customers, stakeholders, operations, and maintenance.
Identify operational opportunities and work collaboratively with the operating practices team to introduce leading practices to improve processes by developing standards relating to the functional requirements for projects.
Collaboratively oversee the development of quality assurance metrics of contractor and supplier performance and review/approve corrective action plans for performance deficiencies.
Establish key performance indicators (KPI), monitoring systems, and reporting functionality and reviews.
In conjunction with the operating practices team, act as subject matter expert in providing consultation, advice and day-to-day guidance regarding functional requirements and processes.
Work with Senior Manager and Manager to provide creative leadership to develop and deploy a strategic vision for the delivery of operating practices processes and products and connects and aligns projects with strategic corporate goals.
Demonstrate leadership and core competencies at a high level of development and is an exemplary model of living the corporate Values and Code of Ethics.

Qualifications
Completion of a degree in Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent
Minimum 5 years’ experience – advanced level of experience in area of expertise and/or high-level management experience.
Commercial background and experience with driving business improvement and measurement through KPI’s will be considered an asset.
CROR qualification (as a Locomotive Engineer, Rail Traffic Controller or Track Specialist) is an asset.
You must have strong team player and management skills, effective written, oral, presentation and interpersonal skills, basic knowledge of policy development, risk and change management, and project management principles and methods to lead and manage projects and continuous improvement initiatives.
This position is required to be available outside of regular office hours to maintain business relationships and address issues as they arise.

The Transit Operations Team provides solutions for tracking trains and buses and managing customer information through applications like Trip Manager, TrainTrac, Customer Communication Management System (CCMS), Traveller Information System (TIS), Open Application Programming Interface (API), Computer Aided Dispatch Automatic Vehicle Location (CAD/AVL),GO Tracker, GOTransit.com, UPExpress.com, and Metrolinx.com These applications provide critical capabilities to Metrolinx Transit Operations and Safety (Oakville Network Operating Centre (NOC), digital signage, online customer channels, bus and rail service planning.

What will I be doing?

  • Planning, testing, tracking, release, deployment, communication and risk management of application releases and environments.
  • Responsible for continuous integration, automation of software releases, build and execution pipelines, configuration management, troubleshooting environments, co-ordination with different stakeholders, monitoring of deployment and open-source applications
  • Responsible for the Release Management life cycle which includes planning, scheduling, coordinating and the management of releases across I&IT for multiple applications

What skills and qualifications do I need?

Our Rail Corridor Access and Control Office is seeking a Workblock Planning Officer to facilitate the planning and scheduling of complex, multi-disciplinary, multi-million dollar and multi-year track work of Capital Projects Group (CPG) and Rail Corridors (RC) from inception to completion. Reporting to the Manager, Rail Corridor Access and Control, the Workblock Planning Officer is responsible for minimizing disruptions to Operations and the customers it serves.

What will I be doing?

  • Provides scheduling expertise in the review of contract baseline schedules and specifications developed by contactors.  Uses knowledge of all current and future track work in the development of contractual obligations and conditions with respect to work scheduling.
  • Consults with construction project teams to ensure that planning is completed prior to the commencement of work and to establish sequencing and duration of the project. Develops working schedules which delineate the sequence of work activities and contract timing requirements.
  • Identifies opportunities to combine work activities of various groups into a simultaneous workblocks to improve efficiency, reduce cost, and mitigate operational disruptions.
  • Facilitates the negotiation between internal and external stakeholders in creating optimal workblock schedules and serves as key liaison with relevant rail corridor stakeholders (e.g. Via Rail) to ensure they are included in the process of allocating track time to maximize productivity while minimizing customer impacts.
  • Monitors project critical paths and prepares schedule analysis to identify impacts of progress and/or scope changes on previously scheduled target dates. Recommends corrective action to Project Managers as required
What skills and qualifications do I need

Qualifications:

  • Completion of a diploma in Business Administration, Transportation or Rail Operations, Logistical planning or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Minimum six (6) years’ progressive experience in the transportation industry with direct involvement in railway corridor related construction, scheduling and rail traffic control

What will I be doing?
Administers the day-to-day contractual and project requirements of the CPG’s Track Protection Projects/capital flagging program
Receives and coordinates track protection requests received from internal stakeholders, and prepares weekly track protection resource schedules including modifications, revisions and changes as required.

Our Business Services Office is seeking a technology analyst to provide subject matter expertise, guidance and advice on the Oracle system and its capabilities/functionality to support and improve the delivery of procurement services.

What will I be doing?

  • Act as the Procurement Services’ subject matter expert on how Oracle works and assist/instruct Procurement Services’ staff, working one-on-one, in the efficient and effective use of the tool, including documenting system procedures to support and enhance user understanding.
  • Identify gaps between procurement process requirements and the Oracle tool’s functional capability, either in configuration or design, and recommend strategies to close those gaps.
  • Identify, track and monitor to closure Oracle system defects and act as the prime interface to I&IT, to address defects. Provide clarity to partners to ensure system defects and their context, as experienced by staff, are understood and support/contribute to the development of procurement process solutions.
  • Identify training and other support requirements that may be necessary and liaise with training staff to provide insight into the training needs of Metrolinx staff and support the development of content for training material to assist users of the procurement functionality within Oracle.
  • Work closely colleagues/peers in Procurement Services to identify gaps between procurement process requirements and the Oracle tool, detect system defects and provide assistance, instruction and support in the use of the Oracle system.
  • Work with IT systems project teams to support the implementation of Metrolinx IT projects, collaborate on system enhancements/requirements and represent the interests of Procurement Services.
  • Recommend strategies to close system gaps between procurement process requirements and the Oracle tool and contribute to the development of procurement process solutions.
  • Contribute to the identification and development of continuous improvement and new procurement process and system opportunities to deliver enhanced/improved procurement services using the Oracle system.

 

What skills and qualifications do I need

  • Post-secondary degree in Business Administration, Engineering, Computer Science, Information Management or a related discipline, or a combination of education, training and experience deemed equivalent.

Our Program Interface Management office is seeking a Manager to oversee and deliver a consistent approach to program-wide TILOS development and analysis of scheduling data for the Program Interface Management team, Capital Project Group (CPG) and various other stakeholders across the organization, including reporting potential interface conflict areas, mitigation strategies and recommendations to CPG Scheduling Team on schedule recovery.

TILOS is software programming tool that Program Interface Management uses to graphically represent P6 scheduling data using the linear scheduling method. TILOS is often called a Time-Space diagram.

What will I be doing?

Develop collaboratively with the CPG Scheduling Team and maintain planning and scheduling procedures; define and implement capital program standards and systems for planning and scheduling, modifies to support project-specific requirements and ensures consistency in the use of work breakdown structure (WBS). Develop TILOS based on the master schedule to provide an overview of all capital infrastructure projects; identify interdependencies, ensure consistency and coordination among interrelated projects and establishes baseline schedules for each capital infrastructure project in collaboration with Program Interface Management and Project Delivery teams.
Validate CPG strategy for project planning and scheduling; ensure industry best practices are identified and applied
Generate what-if schedule analysis for different scenarios and/or to assess impacts of events using TILOS.
Provide analytical support to the Program Interface Management team in the management of relationships with the CPG scheduling team and Project Delivery teams to coordinate scheduling for TILOS, what-if scenarios, recommend recovery scenarios and identify interface risks to schedule.
Monitor monthly scheduling updates to ensure adequate analytical and technical support to Program Interface Management team throughout the lifecycle of projects including updated TILOS with actual progress, alerts of new areas of project conflicts and project interface milestones
Act as a conduit between the P6 scheduling data and Program Interface Management, providing data to team members to deliver various department mandates.
Provide scheduling reports to Senior Manager, Program Interface Management

What skills and qualifications do I need?
Completion of a degree in Engineering, Construction Management, or a related discipline – or a combination of education, training and experience deemed equivalent.
Minimum eight (8) years’ progressive experience in construction related scheduling and planning, including leading a team.
Active membership in the Association for the Advancement of Cost Engineering (AACE), Project Management Institute (PMI), or similar associations is an asset.
Knowledge of project management principles and practices to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development, project progress, related staff and project resources). Demonstrated knowledge of project planning and scheduling along with an understanding of the principles and concepts of critical path analysis, crashing the schedule, what-if scenario development, development of recovery schedules.
Understanding of Engineering, Procurement and Construction (EPC)/full service, joint venture/consortium, and international project delivery methods (e.g. traditional or PPP); ability to apply the principles of project controls to planning and scheduling processes
Knowledge of budget development and management processes. Experience using Primavera P6 contract management. Expert level experience using of TILOS linear scheduling tool.
Ability to apply practical field experience with constructability expertise. Ability to monitor project activities to ensure adherence to timelines and project performance objectives. Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint).
Strong leadership skills with demonstrated ability to mentor and coach. Strong interpersonal and oral/written/presentation communication skills to effectively communicate complex scheduling information to varied audiences including departmental management, engineering, project/construction management, and project teams.
