Job Description

What will I be doing?

  • Envisions project scope of work, initiates, prepares and presents for execution, terms of reference and subsequent addenda for agreements governing the engagement of consultants.
  • Performs complete start to close-out project management on selected complex, high-risk projects as required to meet corporate commitments, with or without staff delegation.
  • Oversees and provide review and feedback on technical studies as well as design and construction matters.
  • Defines the need for concept, preliminary or detail design alternatives and new or improved procedures, design standards, specifications, or contract documents.
  • Provides administrative, design, editing, technical, estimating, and priority direction to staff and personnel assigned to individual projects, through all project stages.
  • Reviews requests for acquisitions, requisitions for purchase orders, change orders for contracts and addenda for consultant agreements.
  • Ensures that capital projects and programs for new, replacement or enhanced infrastructure, maximize customer service, satisfy internal stakeholder requirements, incorporate external agency requirements, and serve public interests.
  • Reviews and approves draft Project Charter documents.
  • Coordinates a number of complex tasks under pressure to meet schedule and budget commitments.
  • Reviews and evaluates consultant studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards.
  • Assist the Senior Program Manager in directing and leading the TA (Technical Authority) developing refence concept designs and technical contract documents, through all stages and phases of the project.
  • Engagement and interface with third party stakeholders such as municipalities and transit agencies.

Qualifications

  • Completion of a degree in Architectural, Engineering or a related discipline or a combination of education, training and experience deemed equivalent.
  • Minimum eight (8) years’ experience in project management, preferably within the public sector.
  • Prior experience with any aspect of design, construction and commissioning of multi-disciplinary transit projects is strongly desired.
  • Organizational, interpersonal and oral/written/presentation communication skills to coordinate complex multi-disciplinary projects under pressure to meet schedule and budget commitments
  • Knowledge of Contract Law, Construction Liens Act, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act. Knowledge of Human Resources legislation to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
  • Strong problem solving and influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity and to liaise with all levels within and outside the organization and with specialists across multiple sectors.
  • Assets:
    • Knowledge of municipal, TTC, Metrolinx and other national or international rail and transit standards.
    • Knowledge of Alternative Finance Procurement (P3) and/or progressive design-build procurement models
    • Project Management Professional (PMP) certification or partial completion.
    • Registration as a Professional Engineer or Architect in the Province of Ontario.
    • Project management experience to manage assigned multi-disciplinary projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out
    • Knowledge of passenger transportation industry and projects.
    • Prior experience with municipalities and transit agencies.

Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Network Operations Control (NOCC) office is seeking permanent and contract Operations Controllers to help direct, manage, and oversee the daily operations of the GO Transit and UP Express transit network through the Network Operations and Customer Journey Control Centres.  As an integrated team they will monitor and control various activities, coordinate responses to service incidents and emergencies and enhance GO’s ability to provide safe and reliable public transportation services. Operation Controllers may specialize in the following disciplines within the NOCC: Bus, Rail, Stations or Safety. 

What will I be doing?

  • Controlling, coordinating, and monitoring the overall daily operation of the GO Transit and UP Express service network initiating incident management procedures to correct service disruptions.
  • Manages implementation of the incident management processes identified in the Business Continuity Plan, coordinates emergency responses, and communicates service status updates to internal stakeholders and delivers communication to external Stakeholders during service recovery, adjustments, and delays
  • Coordinating emergency response and communicating service status to both internal and external customers.
  • Managing internal and external customer communications in conjunction with service recovery, adjustments, and delays.
  • Participating on various project teams and committees.

Qualifications

What Skills and Qualifications Do I Need?

  • Completion of a diploma in Business Administration, Transportation, or related field – or a combination of education, training and experience deemed equivalent
  • Experience working in a Control Centre or related experience in transportation with a solid background in the principles, practices, and application of rail and/or bus transit operations is an asset.
  • Environmental, safety, and/or regulatory transportation courses or certifications would be assets
  • Excellent computer skills with high level knowledge of Microsoft Word, Excel and PowerPoint with the ability to quickly become proficient in the use of proprietary software.
  • Ability to quickly assess and act upon situations in a fast-paced environment and to successfully manage under pressure and respond to critical changing priorities.
  • Excellent analytical, verbal and written communications skills with the ability to multi-task.
  • Experience with unionized staff an asset.
  • Must successfully complete environmental, safety, and other training required by corporate policy or regulatory agencies.
