Responsibilities:
The Communications Advisor is responsible for the development and implementation of the City’s stakeholder communications that support a wide variety of City initiatives, programs and services. The position has both strategic and tactical responsibilities.
Responsibilities include communications planning, implementation and advice, developing and implementing communication and marketing/promotional plans, writing, providing advice and support for public engagement activities, media relations, issues management and project coordination.
This position will support the division of Planning & Infrastructure including the following departments: Engineering, Planning and Development, Public Works, Environment and Transit.

Qualifications:
• Post-secondary education in Communications or Public Relations supplemented with 5-6 years of experience.
• Municipal government communications experience preferred.

Job Description
This position is responsible for providing high level assistance to the Controller, and for providing leadership and coaching to the financial reporting and accounting staff, to ensure accurate accounting and effective financial reporting. This position will lead the preparation for the annual external audit process and the preparation of the annual report. The incumbent will provide technical support to interdepartmental committees and work teams as a representative of the Finance department and will support the Controller in the enhancement of customer service to internal customers in the organization and policy development and implementation. The incumbent will also oversee the creation of the work plan for the financial reporting work unit of the Finance department. There will be cross-training between this role and the roles of Assistant Controller – Budget and Planning and Assistant Controller – Treasury. This position reports to the Controller.
Responsibilities:
Accounting and Reporting
• Maintain strong expertise in generally accepted accounting principles (GAAP), financial reporting, and analysis.
• Produce robust, timely and efficient accounting processes and financial reporting in accordance with GAAP, City Policies, Bylaws, and the Municipal Government Act through analysis and review of working papers and statements prepared by the reporting team.
• Provide assistance to the Controller in the development and implementation and/or review and update of policies and corresponding procedures.
• Assist the Engineering department in the annual update of the City’s Offsite Levy Model and associated reporting.
• Prepare debenture documentation, assist with investment transactions and credit facility changes, and work to ensure positive working relationships with lenders/financial institutions.
• Engage in risk assessments related to financial reporting, revenue management, and business processes to ensure appropriate internal controls are implemented and monitored to support the accuracy and completeness of financial reporting and prevention of fraud and error.
• Lead the accounting team’s preparation for the interim and annual audit processes and provide assistance to the Controller and CFO in the completion of documentation to support these processes.
• Lead Finance’s contribution to the creation of the annual financial report and the submission of this report for the GFOA award process.
• Working with the Controller, provide advice and analysis to City departments on financial reporting and controls of special projects impacting the organization.
• Prepare analysis as required by the CFO and Controller to enable the provision of advice to City departments, senior leaders and Council.
Budget and Financial Planning
• Provide support to the Assistant Controller – Budget and Planning and the Financial Planning team where required to prepare the fiscal plan summary for inclusion in the Corporate Plan.
• Assist with the preparation of the long-term capital plan by providing information from the TCA register, and validating data coming from the Asset Management system.
• Responsible for ensuring the approved annual budget is uploaded to Great Plains and proper variance analysis is performed quarterly and documented for quarterly financial statement presentations to the Corporate Leadership Team (CLT) and Council.
Stakeholder and Strategic Support
• Be the Finance representative on internal working groups from time to time as assigned by the Controller.
• Represent Finance in meetings with other departments to provide enhanced service and customer support.
• Create the work plan for the Financial Reporting work group and mentor staff where required.
• Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.
Supervisory Management
• Provide a high level of coaching, training, and mentoring the team in the achievement of their goals and projects throughout the year and during the performance management process.
• We are looking for someone who demonstrates commitment to staff development and skill advancement through the provision of training opportunities and access to necessary tools and a supportive environment for learning.
• You are responsible to ensure leadership aligns with the City’s strategic and corporate plans as well as values and guiding principles.
Qualifications:
• Post-secondary diploma/degree in Business Administration, Finance, or equivalent.
• Seven (7) to Eight (8) years related experience.
• Chartered Professional Accountant (CPA) designation required.
• CPA Public Sector Budgeting/Financial Reporting training an asset.
• Project Management training an asset.
