Reporting to the Staff Sergeant the Community Safety Advisor (CSA) is accountable for gathering information and maintaining effective relationships and networks with residents, community agencies, Toronto Police Service, City of Toronto officials and others to identify crime and social order problems and support the development of effective solutions. In addition, provide administrative and analytical support services to transfer information and reporting from CSU to the three TCHC regions and CSU’s investigative unit to be better equipped to manage tenancies.

What you’ll do

Service Facilitation

Conducts research obtaining and analyzing a variety of data sources, including but not limited to daily review of and evaluation of all incident reports, review of City of Toronto data, School Board information, etc, to identify current and emerging crime and social order issues in communities, forwarding summarized reports that involve further investigations, antisocial behaviour or criminal activity to the Investigative Unit.
Develops recommendations and strategies to address issues identified
Provides community safety advice to Regional Operations Managers to ensure that community site specific issues and concerns as well as safety expectations and goals are met.
Compile and vet statistical information required by the regional GM’s, utilizing spreadsheets and the TCHC EasyTrac Internal Database System
Liaises with the City of Toronto’s Crisis Response Team when major incidents occur (e.g., shootings) assisting in the coordination of the TCH response to such events
Conduct CPTED safety audits and develop community safety plans for identified communities providing results to internal stakeholders for consideration
Vet CSU reports to deliver actionable intelligence to the TCHC regions and other business units, without violating legislation
Dissemination of information from the reports regarding tenancy management issues to General Managers or Contract Property Managers to be better equipped to manage tenancies.
Liaises with tenant facing operations staff, informing on tenancy issues identified by the CSU where tenants require services related to supporting vulnerability or mental health.
Vet CSU reports to deliver actionable intelligence to the TCHC regions and other business units, without violating legislation
Assist in gathering information and responding to enquiries from the internal Complaints Investigator

Planning and Program Delivery

Organize integrated safety meeting inclusive of OU staff and other external and internal stakeholders
Provides expertise in the development of crime prevention strategies in communities
Integrates activities with broader CSU responses to calls for service to address crime and social order issues
Consults weekly with CSU Staff Sergeant to ensure alignment of District resources (e.g., Community Patrol Officer assignments, programs, strategies) to identified community needs
Co-ordinate community safety engagement initiative within assigned TCH portfolio
Identifies safety and security risks to TCH and assists in developing/implementing strategies to mitigate the risk(s)
Prepares reports for internal and external audiences

Education & Community Outreach

With a strong focus on customer service, facilitates community safety promotion awareness and outreach to residents through training sessions, workshops, community meetings and other engagements activities
Establishes effective working relationships with community groups to promote safety and develop effective partnership with community stakeholders, residents and TCH staff
Advises Regional Operations Managers with the identification and follow up on anti-social tenancy management issues within communities
Liaises with Resident and Community Services/Operations team
Builds and maintains strong work relationships with Toronto Police Service and the City of Toronto to enhance safety in TCH communities
Engages with residents, neighbourhoods and/or TCH communities co-ordinating community trauma support after critical incidents

What you’ll need

College diploma in community development, criminology, law enforcement, social work or other related fields
Minimum 5 years of job related experience
Proven knowledge of a range of conceptual safety approaches, security planning and management to develop security solutions, strategies, and plans in response to community and site-specific security needs
Crime Prevention Through Environmental Design (CPTED) Level I certificate is an asset
Knowledge of relevant legislation and building and safety codes including the Criminal Code, Fire Safety Code, Residential Tenancy Act and other pertinent Acts, Statues and By-laws at the municipal, provincial and federal levels
Knowledge of the issues in supportive community housing that affect the safety/security and well-being of resident communities to provide comprehensive analysis and solutions to meet community safety needs
Knowledge of the TCHC philosophy governing community safety as an integral component of community health, as well as TCHC policies to ensure compliance and consistency in the delivery and assessment of community safety activities
Ability to create community safety plans, audits and operational/business plans is preferred
Thorough knowledge of social development principles and theories
A comprehensive understanding of underlying root causes and their relationship to criminal behavior
Thorough knowledge of conceptual crime prevention and safety promotion strategies
Ability to interact and work with youth
In-depth understanding of TCHC corporate goals and objectives
Demonstrated knowledge and experience in anti-oppression programs, sensitive to culture, race and class issues in the social housing context
Expertise in targets hardening techniques and security technology
Co-ordination skills to provide a technical interface with corporate directions at the community level and to co-ordinate special assignments/projects within the Districts
Analytical skills to identify specific community safety needs and respond with appropriate recommendations
Organizational and decision-making skills to prioritize work and meet objectives in an atmosphere of conflicting demands
Group process facilitation skills, highly skilled presentation and communications ability
Strong oral communication, consultation, and presentation skills to establish credible working partnerships with a diverse range of internal groups, external agencies and security organizations and to make presentations
Written communication skills to prepare management reports and briefing materials, as required
Specialized knowledge in community development, law enforcement, group work and adult education

What you’ll do

  • Establish relationships and partnerships with staff, service providers, stakeholders and clients to ensure effective communication
  • Forecast resource requirements and recommends a flexible model including in house and market resources to manage the cyclical needs of TCH.
  • Lead and resolve complex contract management and service issues to successful outcomes
  • Review and approve invoices on a regular basis
  • Liaise closely with the Vendor Management Team to recommend performance metrics and implement within the assigned programs.
  • Recommend to Manager to plan and manage the program budgets including the recommendations for planning of asset extension/preservation using various analysis and forecasting tools.
  • Work closely with the Facilities Team (Planning/Engineering) to develop and recommend corporate standards through market research and industry standards
  • Develop and recommend tender/scope strategies and specifications to meet TCH standards and needs.
  • Lead complex maintenance and construction tenders through sound estimating, quoting and bidding practices, including calls for Tenders, RFQ’s & RFP’s and prequalification tenders.
  • Manage service partners by developing service-level, operating-level and partnership agreements
  • Recommend, develop and implement the Key Performance Indicators as required to effectively monitor and improve operational delivery.
  • Assist Manager to develop a mentorship program in the designated discipline incorporating TCH’s succession plan.  Identify the individual(s) for training and development in future leadership roles.

  • Establish client communication protocols, financial reporting, progress updates, and scheduling of work activities to meet/exceed contract obligations.
  • Mitigate risks to client’s assets through establishment of proven service standards. Assist their direct reports and clients in providing business operations performance reports
  • Participate in JHSC meetings and/or committees as required.
  • Supervise, mentor, train and direct unionized service and administrative staff.
  • Coordinate all aspects of service delivery and staff deployment.
  • Manage staff’s attendance: i.e. vacation requests, payroll input and monitor staffing capacity re: shifts, on call, call-out schedules.
  • Coordinate with Human Resources and respective Unions to deal with grievances, conflict resolution.
  • Health and Safety compliance, workplace accident and injury investigations & reporting.

  • Recommend and develop capital replacement programs, purchase of new equipment and maintain inventory documentation.
  • Participate in interactions with developers, architects, engineers and building owners to provide sound knowledge to ensure compliance with the provisions of applicable acts and regulations in order to meet adequate operation of elevator systems in new and existing buildings.
  • Attend Emergency Operation Centre (EOC) or attend emergency scene as required during major emergencies. Participate in annual emergency exercises and provide input for the review of the organizations emergency plan.
  • Ensure emergencies are handled in accordance with departmental guidelines.

What you’ll need

  • Minimum of 5-7 years of job related experience including extensive technical and legislative knowledge and experience in contract administration, tender preparation, and development and monitoring of budget plans.
  • College diploma in related technical field or trades certification (Mechanical or Electrical) or equivalent work experience in elevator maintenance
  • 3 – 5 years of experience in a leadership role in a unionized environment.
  • Holder of TSSA – EDM A, F or QEI certified  ( Elevating devices mechanic category A or F ) certificate

  • Respond to telephone and email enquiries
  • Keep current on appropriate legislation, policies, events, etc., to enable current information.
  • Maintain computerized system/databases by updating percentage complete for work orders and job numbers, ensure timely progress billing to clients on a daily basis.
  • Create work orders, job numbers and quotations on a daily basis.
  • Input data (eg invoices, PR, CCN…etc) into computerized database (i.e. CMS, Easy Trac,and other data systems as required, etc) and tracking of document (eg invoice, VAC, CCN….etc) approvals.
  • Track vendor costs to ensure payment of all invoices by year end.
  • Contact vendors for billing, past due invoicing, quotation verification, and other related items.
  • Create various spreadsheets and documents using Microsoft Excel and Microsoft Project and Microsoft office.
  • Track, check, update CMS, EasyTrac, and other Data Systems as required
  • Create, close, fax and file purchase orders to vendors (suppliers/subcontractors/consultants, Property Management….etc) for the Facility Management,) unit

  • Prepare correspondence, notices (including translations), letters, emails, and blue prints to be copied and delivered.

Reporting to the Manager, Internal Audit, the Internal Audit Analyst is responsible for planning, managing and executing risk-based operational and financial audits and consulting engagements; reviewing and evaluating the adequacy of controls related to accounting, financial, operating and other business processes and practices, in order to accomplish corporate objectives in compliance with established policies, procedures, statutory requirements and government regulations.

What you’ll do

  • Assist in the development and execution of the Internal Audit plan under the guidance and supervision of the Manager, Internal Audit including preparing audit programs and drafting audit reports.
  • Work with business units and divisions to review documented processes and recommend updates to the process documentation as appropriate.
  • Assist in the identification of business risks and related control activities, recommend appropriate improvements and debrief management as necessary.
  • Conduct follow-up audits to monitor management’s implementation of audit recommendations.
  • Participate in training and/or information sessions to promote and/or educate business unit staff in ethics, compliance, and risk management.
  • Develop and maintain professional relationships with internal and external stakeholders.

What you’ll need

  • Post-secondary education in Accounting, Finance or other relevant field.
  • Minimum 3 years of relevant work experience, identifying and evaluating internal controls including at least 1 year independently managing audits.
  • Completion of/in final stages of obtaining a professional accounting designation (e.g. CPA, CA, CGA, CMA, CIA).
  • Excellent verbal and written communication skills, and strong interpersonal skills with the ability to communicate effectively at all levels of the organization.
  • A fast learner, strategic thinker, team player, with well-developed detail oriented analytical, problem solving, and research skills.
  • Demonstrated ability in corporate core competencies including customer service, communication, initiative/self‐management and accountability and flexibility/adaptability.

We are searching for dedicated and passionate individuals to join our Health, Safety & Wellness team at Toronto Community Housing!

As a Health and Wellness Associate, you will use your expertise in disability management and wellness principles and best practices. You will assist in driving organizational compliance and providing leadership, guidance, and support to divisional managers and supervisors concerning disability management and wellness in a manner that supports TCHC’s tenant focused culture.

Reporting to the Manager of Occupational Health and Abilities, you will provide support to the Health, Safety and Wellness Unit’s Disability, Absence Management, and Wellness programs. You will actively manage absence and non-complex disability and WSIB cases to ensure valid use of benefits, record-keeping, facilitate early and safe return to work, and meet the duty to accommodate staff with disabilities.  You will assist in developing and implementing wellness strategies and health promotion and protection programs to support staff wellbeing. Your efforts will ensure staff are engaged in physically and psychologically safe and healthy work supporting Toronto Community Housing’s ambitious plan to improve the neighborhoods and lives of Toronto Community Housing tenants.

What you’ll do

  • Support and advise supervisors and employees on processes and requirements for non-occupational illness, medical accommodations and workplace incident (WSIB) reporting
  • Manage non-complex employee disability and medical accommodation and WSIB claims, monitoring absences and ensuring proper documentation in Employee case notes and files.
  • Create referrals to third-party disability management provider, liaising with case managers, supervisors and employees.
  • Draft return to work/accommodation plans and coordinate initial and review meetings with employees, supervisors and union representatives.
  • Prepares correspondence to employees concerning leave authorization. Prepares correspondence to employees including offers of modified work.
  • Manage and maintain all incoming WSIB cases through a reporting system including the creation of Form 7 reports for submission to the WSIB
  • Works closely with the WSIB Consultant to communicate pertinent information to the WSIB and follows up to ensure cases are managed effectively to the benefit of the claimant and TCHC.
  • Retrieves information concerning individual employees or statistical reporting data from various systems and files.
  • Provides coverage to senior staff including the RTW/Rehabilitation Consultant, Attendance Management Consultant and WSIB Consultant.
  • Assist in preparing and presenting quarterly performance reports and statistical reports, including analyzing and interpreting data to identify trends and make recommendations to improve employee attendance, reduce sick /WSIB lost time and modified work hours.
  • Wellness and Psychological Health and Safety Support:  Sets up and provides administrative support to projects, meetings and events at various sites throughout the TCHC portfolio.
  • Assists in organizing various disability management and employee and family assistance program-related functions, such as training, seminars, wellness activities, and fitness programs.
  • Provides administrative support and coordination for staff engagement meetings including the preparation of meeting agendas, minutes and action registers.
  • Create or review standard operating procedures as assigned
  • During the COVID-19 pandemic work from home will be available when not operationally required to attend TCHC worksites for meetings or administrative functions.

What you’ll need

  • 2-5 years of progressive experience in the area of Human Resources, Labour Relations, or Occupational Health and Safety in a unionized environment preferably in the broader public sector or social service sector.
  • Post-Secondary education in Human Resources, Labour Relations, Occupational Health and Safety, Occupational Therapy, Kinesiology or a related field. Pursuing CHRP or CDMP or CRTWC certification or equivalent are preferred.
  • Demonstrated knowledge and ability to interpret relevant legislation, regulations, guidelines and standards including but not limited to the Occupational Health and Safety Act and Regulations, Workplace Safety and Insurance Act, Employment Standards Act, Ontario Human Rights Code, Labour Relations Act, and Personal Information Protection and Electronic Documents Act
  • Working knowledge of computer applications including Microsoft Outlook, Word, and Excel
  • Working knowledge of disability/claims management and human resources information software is an asset
  • Experience working within a unionized setting and interpreting collective agreement language related to disability management, and WSIB matters are an asset
  • Experience working in a large corporate environment is an asset

What you’ll do

Corporate and Planning Responsibilities (30%)

  • Engages in good labour management relationships; ensuring compliance with collective agreement and TCH human resource policies; and participating in grievance proceedings as required.
  • Delivers training and programs, ensuring they are presented in an effective, efficient, economical and environmentally sensitive way.
  • Participates in ad hoc committees involving training and related issues as assigned by Staff Sergeant.

  • Works with the training Staff Sergeant to promote health and safety strategies in support of a target of zero lost time due to workplace injury.
  • Review of community based statistical data (CSU reports) and make correlating training recommendations to Staff Sergeant.
  • Assist Staff Sergeant with the design, planning, coordination, scheduling, instruction, debriefing and evaluation of courses that are delivered by the CSU Training Bureau.
  • Works with Staff Sergeant to build an environment that supports staff to achieve business results, provide excellent customer service, effective decision-making, lead healthy lifestyles and maintain a safe workplace.
  • Recognizes training/development needs and works with Staff Sergeant to coordinate and develop lesson plans to address those needs.
  • Works with Staff Sergeant to provide CSU members performance feedback and takes appropriate action to improve performance, including discipline when necessary.
  • Assist Staff Sergeant in the development of a tailored curriculum that meets operational needs, inclusive of service to vulnerable tenants and diverse communities.

  • Assists the team to work in a manner that ensures compliance with legislation and policies including but not limited to, the Memorandum of Understanding with the Toronto Police Service and all related provincial and federal statutes, the Ontario Human Rights Code, the Employment Standards Act, the Occupational Health and Safety Act, Municipal Freedom of Information and Protection of Privacy Act, the Conflict of Interest policy, the collective agreement(s) and related labour legislation and the Harassment and Discrimination policy.
  • Demonstrates a strong understanding of Federal, Provincial and Municipal laws as well as the Criminal Code of Canada.

  • Ability to effectively supervise, and mentor staff.
  • Competent in Adult Education/ Teaching of Adults principles.
  • Possess excellent presentation and public speaking skills.

What you’ll do 

  • Enter data into information systems and makes updates to system as required
  • Collect, prepare and process forms and documents including statements, reports, vouchers, invoices, purchase order requisitions, forms and files
  • Type letters, memoranda, e-mails, statistical statements, reports, minutes, purchase orders, requisitions, etc., from verbal and written instructions and in accordance with established business processes using word processing software
  • Respond to general inquiries from internal and external stakeholders
  • Take minutes and transcribes notes, assemble records and transfers relevant data, match and code documents, balance totals, calculate amounts, post entries and correct errors, as necessary
  • Collect, input and update data such as accounts payable/receivable, inquiry/document tracking, requisitions, time sheets, contact lists, etc. using various software programs
  • Forward calls and e-mails to appropriate personnel and take messages, as necessary

What you’ll need 

  • Considerable office experience performing various clerical duties
  • Keyboarding Skills: minimum typing speed of 40 words per minute
  • Fundamental knowledge of standard office practices and procedures
  • Fundamental knowledge of computerized office systems, including computers, fax machines, photocopiers, scanners, printers, etc., with practical application in word processing, data entry and other software packages
  • Proven ability to handle multiple tasks with varying deadlines that require attention to details
  • Mathematical ability to compile statistical summaries and to balance accounting documents
