Job Description

WORK ILLUSTRATION:

The Power Line Technician Apprentice constructs, operates, maintains and repairs overhead and underground electrical and distribution systems. They erect and maintain steel, wood, fiberglass, laminate and concrete poles, structures, and other related hardware. They install, maintain and repair overhead and underground powerlines and cables, and other associated equipment, such as insulators, conductors, lightening arrestors, switches, metering systems, transformers and lighting and control systems. They splice and terminate conductors and related wiring to connect power distribution and transmission networks.

These duties will be performed to the level of the applicable skills and knowledge of the incumbent, under the direction of a Certified Journeyperson.

NOTE: Successful applicants will be rotated through the various work centres and departments to ensure familiarization with all aspects of Toronto Hydro’s distribution system.

REQUIREMENTS:

  • Two (2) year college diploma in an electrical or electronic field of study (Electrical Engineering, Electronics Engineering, Energy Systems Engineering, Electromechanical Engineering or Powerline Technician) (Preferred)
  • May consider a combination of post-secondary education, experience and/or equivalent designations
  • Prior experience as an Overhead/Underground Powerline Technician/Apprentice is an asset
  • Valid class “DZ” or higher Driver’s License in good standing
  • Demonstrated experience working with tools
  • Physically able to perform the essential duties in all weather conditions
  • Comfortable working at heights and in confined spaces
  • Ability to read and interpret distribution system construction drawings and supporting documents
  • Knowledge of the Electrical Safety Authority Regulation 22/04, Toronto Hydro and Utility Work Protection Code, WHMIS, CPR, First Aid and all other applicable legislation
  • Demonstrated proficiency  in a PC Windows environment and associated desktop software applications

Reporting to the Manager, Regulatory Analytics, the incumbent is responsible for conducting all aspects of technical analysis and studies on issues related to the regulated distribution rate environment, providing inputs to the Company’s revenue, budget, planning, financial, regulatory processes and reporting.  This includes load and customer forecasting, rate design, rate implementation in support of the Company’s applications for distribution rates, and as required in the Company’s day-to-day operations.  In addition, s/he is responsible for supporting various settlement processes related to the wholesale energy markets, and providing ancillary subject matter expertise support on rates-related matters as required.

KEY RESPONSIBILITIES:        

  • Conducts analysis and studies using research and data skills, identifies opportunities and improvements in regulatory analytics areas such as load and customer forecasting, rate design, rate implementation, rates policy for evolving forecasting models for loads and customer numbers as inputs to budget, planning, and for preparation of rate filing evidence and regulatory submissions (e.g.: Ontario Energy Board (OEB) consultations on rate design, which will impact Ontario regulatory policy)
  • Gathers, analyzes and reports data to internal and external agencies (e.g.: Regulatory filings, budgets, external driven survey and data requests, etc.) to maintain regulatory compliance
  • Performs monthly wholesale settlement processes (IESO invoices, NUG data, RESOP/FIT/MFIT data) as required by the IESO Market rules and as an input into monthly financial reporting
  • Reviews, configures and implements new rates – distribution, commodity, regulatory – as determined by the OEB or other regulatory bodies (i.e. Ministry of Energy, Independent Electricity System Operator) in Toronto Hydro’s billing system to bill customers in a timely and accurate fashion.
  • Produces distribution revenue forecast by using load and customer economic modelling.
  • Completes various type of data analysis, including distribution revenue, regulatory reporting analysis and benchmarking studies.
  • Maintains and updates reports and databases required by department for use in financial reporting and for internal/external agencies
  • Provides quantification, data analytical and evidence-writing support to senior management for regulatory filings including 5-year rate applications, annual updates and other regulatory proceedings.
  • Represents and advances the organization’s regulatory strategy, acting as a subject matter expert at regulatory proceedings and industry stakeholder engagements.                                 

COMPETENCIES:    

  • Bachelors degree in relevant financial or technical field (e.g. Economics, Business Administration, Engineering)
  • Five (5) years professional experience in data analytics, quantitative research, modelling
  • Graduate degree in above disciplines (preferred)
  • Experience in energy, utilities, electricity or power industry, or with a highly regulated business is strongly preferred
  • Knowledge of rate regulation – electricity preferred (consideration for other rate regulated industries)

REQUIREMENTS:

University degree in Electrical Engineering
Registered as a Professional Engineer (P.Eng) in the Province of Ontario
5-7+ years of experience, with a focus on distribution system analysis, capital project creation and justification
Fluent in the application of enterprise tools for planning and project estimation (i.e. GEAR, SAP, etc)
Masters in Electrical Engineering will be an asset
