Position Overview:
Reporting to the Director of Strategic and Administrative Services, the Senior Administrative Assistant will provide full administrative support to the Director of Strategic and Administrative Services (SAS) and Human Resources Manager and will also provide recruiting and human resources support to the Human Resources team. Duties performed will require considerable confidentiality, attention to detail, and independent judgment.
Responsibilities:
- Provide full scope senior support and assistance to the Director by taking direction to complete a wide variety of administrative tasks and projects, and proactively anticipate the current and future requirements of the Director
- Manage scheduling and calendar for the Director and ensure the execution of required logistics including travel arrangements, meeting planning, presentation preparation, meeting documentation and materials, meeting follow up, etc.
- Conserve the Director’s time by reading, researching, and routing correspondence; drafting emails, letters and documents; collecting and analyzing information; initiating communications
- Prepare expense reports and other administrative reports for the Director, Managers in SAS, and Manager of HR
- Undertake research as directed to compile policy best practices, report summaries and findings, survey data, and financial reports
- Provide assistance in full cycle recruiting, including completing job descriptions, preparing job postings, pre-screening incoming resumes, compiling interview guides, scheduling interviews, performing background checks, creating offer letters, coordinating onboarding and orientations, and completing relevant paperwork
- Prepare and maintain accurate organizational charts
- File employment and department records in physical and digital formats
- Assist Human Resources with ad hoc requests, audits, reporting, and other requirements as needed
- Display a high degree of confidentiality, professionalism and diplomacy in a complex government and community office
- Establish strong and positive working relations with both internal and external stakeholders
- Comply with all safety policies and procedures
- Provide meeting support and take minutes, as requested
- Undertake other tasks and responsibilities as required within the scope of this position
Qualifications:
- Certificate, diploma, or degree in Legal, Municipal, Human Resources, Business, or a related field
- Minimum three (3) years related administrative experience
- Relevant experience in a municipal government sector a definite asset
- Proficiency with MS Office Suite (Outlook, Word, Excel, PowerPoint, Teams), M-Files and other software applications

Working Conditions:
- This position may require sitting for long periods in front of a computer/laptop
- The work week is Monday to Friday, 35 hours per week

Job Description
THE OPPORTUNITY
We have an excellent opportunity for a Manager of Information Technology (IT) to join a vibrant and leading municipality. Reporting to the Director of Strategic and Administrative Services, the Manager of IT will provide leadership, coaching and mentorship to the IT staff and oversight of the Town’s information technology infrastructure including geographic information systems (GIS). The Manager of IT is also responsible for overseeing and managing the IT annual operating and capital budgets and establishing best practices related to all IT infrastructure projects.

The Manager of IT will be instrumental in building a positive culture for their IT team and the organization and have a successful track record coaching, mentoring and developing staff in their career progression and growth within the organization.
RESPONSIBILITIES
- Financial management and ownership of annual IT operating and capital budgets.
- Approval and coding of quotes and invoices.
- Communicate status of IT risks and projects to Senior Leadership Team and Council.
- Pro-active management of Local Area Networks, servers, data, applications, and security.
- Perform troubleshooting of tier 1-3 technical issues.
- Design and implementation of business initiatives and projects.
- Training of Junior IT Staff.
- Develop IT policies and procedures.
- Research and recommend products and solutions to enhance systems or improve security.
- Provision and management of accounts within Office 365, Windows AD, Azure, databases, phones and security systems.
- Create and maintain IT documentation and reference materials.
- Communicate and recommend improvements to technology to continuously improve data integrity, business operational, and cyber \ physical security.
- Coordinate and manage vendors and subject matter experts to resolve issues or enhance existing technology.
- Ensure teams adheres to Town of Strathmore policies.
- Other management and IT duties as assigned.
- Troubleshooting a wide variety of computer software and hardware problems and implementing standard configurations.
- Extensive experience installing and troubleshooting Microsoft Windows 7 to 10 and Microsoft Office applications.
- Extensive experience with Office 365, Microsoft Exchange, Azure AD.
- Experience managing the Town’s software systems including: Great Plains 2018, Diamond, City Works, Questica, Penny, etc.).
- Extensive experience working with Microsoft Active Directory and Group Policies.
- Advanced TCP/IP networking skills, support network & security devices.
- Virtual machine administration and management.
- Advanced troubleshooting and implementation of Microsoft Server 2008 to Server 2019.
- Mobile Device Management.
- Monitor and maintain data backups and business continuity systems.
- Experience in IT Life Cycle and Cloud Server Provider management.
- Experience with Esri GIS Mapping Software is an asset.
QUALIFICATIONS
- Bachelor’s degree or diploma in computer science, engineering or an equivalent combination of education, training and experience may be considered.
- Minimum of five years of IT Managerial experience/credentials.
- Industry certifications are an asset (CRISC, PMP, CISSP, CISM, CAPM, MCSE, CGEIT).
- Excellent working knowledge of computer systems, network and system administration, databases, data storage systems, phone systems, telecommunications, including microwave, and radio communications systems.
- Experience in the preparation, management and execution of IT capital budgets and strategic plans.
- Ability to develop and maintain effective working relationships with a wide variety of people, including Senior Management, and Town Council officials, etc.

- The IT Manager is expected to manage the response when requested/required throughout the Town’s work locations regarding system issues.
- Some IT-related response duties are conducted under all weather conditions as required and during all hours of the day and can be for extended periods of time.
- Services are provided in a highly dynamic environment that requires correct immediate action to resolve incidents.
- Travel to Town facilities is required.
- Demonstrated decision-making and problem-solving skills.
WORKING ENVIRONMENT
The successful candidate will be required to produce a satisfactory Driver’s Abstract and Police Information Check.
