Job Description

Job Summary :
Collaborate with ITC support teams and third party service provider(s) to ensure delivery of stable and efficient infrastructure computing services for internal business users and external clients.
Lead and coordinate project resources in the planning, and implementation of new technology and infrastructure upgrades for corporate business projects and internal initiatives.
Analyze and forecast ITC’s future infrastructure technology direction and capacity needs.
Major Duties & Responsibilities
1. Lead, develop and mentor Systems Engineers to ensure continuous improvement and compliance with established standards and best practices in order to meet departmental objectives, ensure deliverables are met and timelines adhered to.
2. Define and establish new guidelines, procedures, and principles when the underlying work processes are changed.
3. Develop and maintain effective working relationships with vendors so as to discuss and resolve issues, understand current state and business processes in the identification of future needs and opportunities.
4. Prepare Terms of Reference and business cases for proposed infrastructure project(s), engage in the development of contracts and Statement of Works and also participate in RFx (i.e. RFIQ, RFQ and RFP) processes to select quality vendor(s) for providing products and services. In addition, assist management in preparing annual budget.
5. Participate in the development of long term infrastructure technology and capacity strategy in collaboration with internal ITC support teams and external service provider(s) by:
identifying, determining and designing infrastructure system specifications and hardware/software compatibility;
analyzing business and non-functional requirements for corporate business projects;
providing input and feedback on different technology through conducting research in order to assess how new technology will fit into the existing infrastructure;
recommending optimum solutions for deploying new technology while estimating the growth of transaction volumes;
participating in capacity planning, software evaluation through testing functionality and concept.
6. Plan, design and review the architectural model of hardware infrastructure for the integration of both business and software applications by:
Liaise with business and application areas to review and assess new technology solutions;
reviewing and analyzing hardware capability and functionality;
creating/developing the architectural diagrams and the implementation strategy;
working with service provider(s) on the infrastructure setup to ensure that the design specifications meet BTS standards and business requirements.
7. Plan, lead and coordinate infrastructure installation/upgrade projects and related activities by:
collaborating with other ITC support areas and service provider(s) to define appropriate actions and functions for the achievement of desired outcomes;
developing system deployment strategies and options;
identifying any impacts and/or risks from a business operational perspective to avoid system down time/outages and meeting deadlines.
8. Define and develop a technology roadmap in collaboration with internal and external stakeholders to aid in recovery of critical business functions by:
maintaining and recommending changes to the roadmap to accommodate new business requirements and modifying the recovery plan to align with those requirements;
developing and maintaining technology recovery planning (TRP) best practices guidelines;
developing, updating and testing technology recovery (TR) plans.
9. Provide expert advice and direction to ITC Management and support areas in identifying needs and/or changes to the infrastructure technology that affect system capacity/performance, availability as well as management of system resource issues by:
translating business requirements into meaningful data for trending and analyzing system performance;
identifying system shortfalls and deficiencies;
predicting and revising performance/capacity needs for the enterprise and recommending system capacity upgrades as appropriate;
overseeing capacity utilization of all business applications to ensure compliance with software licensing; defining and establishing policies/standards/processes in relation to system resources usage; for other BTS support areas to follow;
educating ITC support areas on the utilization of various system components and new system features through following established standards.
10. Explore opportunities to enhance/improve the reliability, availability and serviceability of the infrastructure by:
ensuring the highest degree of system performance
investigating cost saving opportunities through conducting research to refine, tune, modify and adjust different system technology components;
assessing current system architecture and developing strategies to optimize system capacity and performance;
proposing acquisition of new technology and tools to advance the current state of the infrastructure and to automate the operations of various components in the operating environment.
11. Ensure smooth and continuous operation of system performance and availability of the WSIB’s enterprise information technology platforms for internal business users and external clients by:
managing service provider(s) build, installation, configuration and maintenance of system technology based on defined system standards and overall system design;
collaborating with service provider(s) to minimize service interruptions by taking necessary corrective actions;
inspecting, examining and validating the setup of systems to cope with changing business needs;
supporting the development and implementation of new application releases;
reviewing and analyzing monthly capacity reports produced by service provider(s) using a set of established measures and metrics to ensure service level agreements are met.
12. Perform other related duties as assigned or required.
Job Requirements
Education
University completion at undergraduate level with a specialty focus in Science, Technology, Engineering or Mathematics with certification in ITIL and one of the following certificates for design, implementation and management of infrastructure environment from Microsoft, Cisco, Red Hat, AWS, Google, IBM or Oracle.
Experience
Eight years prior experience in systems engineering or infrastructure architecture in various areas such as server administration, software installation/configuration, storage/network/data management, capacity planning, service management, vendor/supplier management and middleware software management
As a precondition of employment, the WSIB will require a prospective candidate to undergo a criminal records name check prior to or at any time following hire.
